On 29th January was held in Brussels the yearly event, NEO Meeting, bringing the National Erasmus+ Offices (NEOs) together to discuss issues regarding the management of the NEOs and specific elements proper to their role in promoting and monitoring the international dimension higher education of the Erasmus+ in their countries.

The NEO meeting includes as a fixed programme point the following elements:

  • regional meeting with the desk officers of DG EAC, the Head of Sectors A4 and the respective project officers EACEA;
  • bilateral meetings (each NEO with the project officer responsible).
  • introduction of the best practices and news on the programme.

Erasmus+ Capacity Building in Higher Education Grantholders’ Meeting

Date: 27-28 January 2020

On the 27th?and 28th?of January 2020, the National Erasmus + Office for HE in Albania, together with representatives of the 10 Winning Projects from the Albanian HEI, participated in the Erasmus + “Capacity Building in HE” program at the “Grant Holders 2020” meeting.

During the two-day meeting EACEA presented the technicalities, innovations, guides, tips for successful project implementation in the next two or three years. ?During bilateral meetings between EACEA representatives with participants, more topics have been elaborated.

The meeting has been an excellent opportunity for new and experienced practitioners to exchange knowledge and to network with other projects.

We are very proud that Albania in the last call has increased the number of winners to 10 and 5 of them are coordinators of partnerships from Europe and the Western Balkans.

National Erasmus+ Office attending on “Me and Europe” Fair.

Friday, January 24th, the National Erasmus + Office of HE attended on the “ME and EUROPE” fair organized by the Asan Network, in Tirana, within the framework of the European Union-funded “E-Citizens, Albania in Europe” initiative.

The event was attended by key stakeholders, organizations and institutions in the field of youth integration, who learned more about European Union values as well as information on study programs in Europe.

The Erasmus + National Office booth was visited by many students and young people who were briefed on the opportunities offered by Erasmus + such as student exchanges, applications for Joint Master Mundus Programme and PhD, Marie Currie.

International Day of Education

On 24th January 2020 the National Erasmus+ Office with the representative Mrs. Elona Sara?i attended the event organized by Youth Agency of Tirana within the framework of International Day of Education.

During this event Mrs. Sara?i – Informed students about Erasmus+ programmes offered for students, introduced Erasmus+ Exchange Programme and presented and encouraged applications for Erasmus Mundus Joint Master Programme.

Part of this event was also AADF Albanian American Development Found and GIZ Albania.

UBT Monitoring Visit for KA1 Program “Student Exchanges and Staff”

The National Erasmus + AL Office in Albania, on January 21, conducted a monitoring visit for the Erasmus + Program “Student Exchange and Staff” (International Credit Mobility KA01) at the Agricultural University of Tirana.

UBT has successfully developed over the past two years over 26 Agreements with Universities from the 14 program countries where they have benefited;

– over 250 students- the possibility of student exchange at all three levels, bachelor, master and doctorate;

– over 100 academic staff, the opportunity to train or teach as well as about 80 academic staff from program countries have taught in UBTs premises.

Information Session on Erasmus + Program at POLIS University

On Thursday, January 16th, the Project Office at Polis University in collaboration with the National Office Erasmus + are organizing an information meeting on the Erasmus + program at POLIS University, during which students learned more about exchange opportunities and Erasmus + projects.

During the event the students were informed about the application procedures, the necessary application documents, the deadlines and the 2020 call updates. Two Erasmus + mobility students at the University of Graz shared their experience on how to apply needed before and during mobility as well as some tips to get the most out of this unique experience.

Erasmus+ is the European Union programme that supports projects, partnerships, mobility and dialogue in education, training, youth and sport for the period 2014-2020. Built on the experience and success of existing programmes, it aims at boosting skills and employability, as well as modernising Education, Training, and Youth work in the EU and in its partner countries all over the world. Erasmus+ includes a strong international dimension notably in the fields of higher education and youth.

The National Erasmus+ Offices (NEO) assist the Commission, the European Education and Culture Executive Agency (EACEA), and the Partner Country authorities concerned in the implementation of the Erasmus+ Programme. Their mandate covers all supporting, promotion, monitoring and dissemination activities related to the international dimension of Erasmus+ activities in higher education (Credit Mobility, Erasmus Mundus Joint Master Degrees, Capacity-building Higher Education, Jean Monnet).

Minimum requirements for the post

  • University Master degree; a PhD would be an advantage;
  • At least 5 years of project management experience, some of which with international projects. Project management experience in higher education will be considered an asset.
  • Experience in public administration in the field of HE in Albania or abroad will be considered an asset.
  • Excellent analytical, presentation and reporting skills;
  • Excellent language skills: oral and written fluency in English and Albanian;
  • Experience as team leader. Team spirit, commitment as well as a strong sense of initiative;
  • Very good knowledge of the local and international environment and the higher education sector in the region;
  • Readiness to travel inside and, occasionally, outside Albania.

Other experience to be considered:

  • Experience in training and communication;
  • Good computer literacy (word, excel, power point).

Training on “How to draft a good application on ‘Capacity Building in the field of Higher Education’ projects”

National Erasmus+ Office in Albania in collaboration with ‘‘Union programmes in Albania’’ organized on 9 January 2020, one day training on “How to draft a good application on ‘Capacity Building in the field of Higher Education’ projects”.


50 participants were trained on how to apply in the program “Capacity Building in Higher Education” (CBHE), for the call “Erasmus + 2020”

During the training the participants were instructed, trained and informed on these topics:

how to fill in the application form until the selection of collaborators, preparation of LogFrame (Logical Framework), general objective of the project, specific objectives, results, indicator, activities, risk assessment matrix and Emergency planning assumptions, etc.

The call for applications 2020, is expected to have very good results for the Albanian HEIs, comparing with the previous calls, the last one, Call2019 concluded with the selection of 10 winning CBHE projects, 5 of them will be coordinated by Albanian Universities.

Monitoring Visit LNSS Project, UBT

On January 8, 2020, a monitoring visit of the LNSS project “Project Library Support Services: Modernizing libraries in the Western Balkans through the staff development and reform of library services” took place. (Library Network Support Services: Modernizing libraries in the Western Balkans through staff development and reforming library services)

The project is funded by the European Commission under the program “Capacity Building in Higher Education” (CBHE). The third year of the LNSS project has been successfully completed and the two Albanian partners UBT and UNIKO (University of Kor?a “Fan S. Noli”) have successfully achieved the main objective; modernization of libraries, through staff development and reform of library services. The libraries of both universities have built bilingual cards, Albanian and English, and are now part of the joint system of European Partner Libraries and Western Balkan countries.

Monitoring Visit of the Project GRADUA, UBT

On January 08, 2020, a monitoring visit of the project “Graduates Advancement and Development of University Capacities in Albania” supported by Erasmus + program was held at the Agricultural University of Tirana. “Capacity Building for Higher Education”.

The project, with a consortium of 16 + 1 partners from Europe and Albania, aims to create concrete synergies between Universities and the labor market by providing a unifying system. The platform created is available to graduates and businesses. Generating reports from the system will assist education system performances and provide innovative recruitment tools.
